Materials supplied by Owner

When materials are supplied by owner, how can one establish the "right" amount of wastages? What is the industry accepted norm? As the contractors will be charging the owner by either day work basis or lump sum, where is the yard stick for intentionally prolong the working period... or causing higher wastages out of seer convenience..pls comment.
