Consulting Basis Or Turn-Key Basis?

Today, someone asked me a question, Would you like to do this job purely as a consultant basis or turn-key basis? In this senerio, how can the client be assured of design efficiency and cost effective?And most important who will be the watch-dog?

There are times owner felt that by allowing contractors to execute the work on a turn key basis may save they money, well they are COMPLETELY WRONG! Contractors whom executes turnkey projects make much more profit. WHY? Because they can change the design when ever they like to suit their profit margins and the owner will never be aware of this. Why not be a smart owner, let the consultants makes their fees and thus helping the owner to save.
Just think....Turn key projects basically DO NOT HAVE ANY WATCH DOGS!

So you think you save...think again.
